Introduction

The Haryana Public Service Commission (HPSC) conducts the prestigious Haryana Judicial Service Examination for the recruitment of Civil Judge (Junior Division) in the Haryana State Judiciary. The selection process is rigorous, consisting of three stages: the Preliminary Examination, the Mains Written Examination, and the Viva-Voce. Aspiring candidates must prepare thoroughly for each stage to increase their chances of success.

The Preliminary Examination is qualifying in nature, meaning that while the marks scored in the Prelims do not count toward the final merit list, they are necessary to advance to the Mains stage. The Mains Examination and Viva-Voce are critical in determining the final merit and selection.

This blog will delve into the complete pattern, syllabus and eligibility criteria of Haryana Judiciary exam.

ELIGIBILITY:

Candidates aspiring to become a Civil Judge in Haryana must meet the following eligibility criteria:

1. Educational Qualification: The candidate must possess a Bachelor of Laws (LLB) degree from a university or institution recognized by the Bar Council of India (BCI).

2. Age Limit: The age of the candidate must be between 21 and 42 years. However, age relaxation is provided to candidates from reserved categories as per therules.

Candidates who fulfill the eligibility criteria can apply for the exam and must clear all three stages of the selection process to secure a place in the Haryana State Judiciary.

STAGE 1: PRELIMINARY EXAMINATION

Exam Pattern:

1. The Preliminary Examination is objective in nature and consists of multiple-choice questions (MCQs).

2. The exam comprises 125 questions, with each question carrying 4 marks.

3. For every wrong answer, a negative marking of 0.8 marks is applied, which makes accuracy crucial.

4. The duration of the exam is 2 hours.

5. Candidates must secure a minimum of 150 marks (100 marks for reserved category candidates) to qualify for the Mains Examination.

Syllabus for Preliminary Examination:

The Preliminary Examination tests the candidate’s knowledge in various subjects, including law, current affairs, and analytical skills. The syllabus is largely based on the subjects covered in the Mains Examination, which includes:

- National and International Current Affairs

- Indian Legal and Constitutional History

- Governance

- Analytical Skills, Reasoning, and Aptitude

In addition to core legal knowledge, candidates must stay updated on current national and international events and demonstrate strong reasoning abilities to excel in the Prelims.

STAGE 2: MAINS WRITTEN EXAMINATION

Eligibility:

Candidates who score the required marks in the Preliminary Examination are shortlisted for the Mains Examination. Usually, candidates equal to 10 times the number of vacancies are invited to appear for the Mains based on their merit in the Prelims.

Exam Pattern:

The Mains Examination is subjective in nature and consists of five papers:

1. Civil Law – I: 200 marks

2. Civil Law – II: 200 marks

3. Criminal Law: 200 marks

4. English: 200 marks

5. Hindi Language: 100 marks

Each paper is of three hours duration. The total marks for the Mains Examination are 900. To be eligible for the Viva-Voce, candidates must secure an aggregate of 50% marks (45% for reserved categories).

Syllabus for mains examination:

1. Paper I - Civil Law I:

Subjects include the Code of Civil Procedure, Punjab Courts Act, Indian Contract Act, Indian Partnership Act, Sale of Goods Act, Specific Relief Act, Indian Evidence Act, and Haryana Urban (Control of Rent and Eviction) Act, 1973.

2. Paper II - Civil Law II:

This paper covers Hindu Law, Mohammedan Law, Customary Law, the Law of Registration, and the Law of Limitation.

3. Paper III - Criminal Law:

Candidates are tested on the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC), and the Indian Evidence Act.

4. Paper IV - English:

This paper focuses on language skills, and candidates are required to complete the following sections:

- Essay (1000-1100 words): 100 marks

- Precis Writing: 25 marks

- Usage of Words and Phrases: 25 marks

- Comprehension: 25 marks

- Sentence Correction: 25 marks

5. Paper V - Hindi:

This paper tests the candidate's proficiency in Hindi and consists of:

- Translation of an English passage into Hindi: 20 marks

- Explanation of Hindi passage in prose and poetry: 30 marks

- Composition (including essay writing, idioms, and corrections): 50 marks

STAGE 3: VIVA-VOCE (INTERVIEW)

The final stage of the Haryana Judiciary Examination is the Viva-Voce, commonly referred to as the interview. Candidates equal to three times the number of vacancies are shortlisted for the Viva-Voce based on their performance in the Mains Examination.

1. The Viva-Voce carries a total of 200 marks.

2. The interview panel assesses the candidate’s personality, intelligence, alertness, and overall suitability for the role of a Civil Judge.

3. To be selected, candidates must secure a minimum of 50% marks (45% for reserved categories) when combining their scores from the Mains and the Viva-Voce.
